Airline seat encroachment…why is it allowed?

I might be starting a controversial topic here, but I’m curious what you all have to say.

As you can see in this pic, I had a rather uncomfortable flight the other day. I have nothing against overweight folks…until their girth affects me that is.

What level of expectation should airline passengers have regarding pervasive encroachment into ones limited airplane real estate? I really think airlines should be forcing folks whose physical size impedes past the allotted space.  An easy litmus test could be performed prior to boarding…if the passenger is in need of a seatbelt extender, they are too large for a single seat. The airlines don’t let you take over-sized carry-on bags, so why not force those who need it, to purchase a second seat? This is a ridiculous policy not to enforce…they are catering/pandering to one segment of the population (to spare their feelings), while inconveniencing the other.
